The China-Indian Ocean Region Forum on Development and Cooperation: 

a New Opportunity for Regional Countries


To promote regional cooperation, advance the blue economy and solve development problems, China International Development Cooperation Agency (CIDCA) and the People’s Government of Yunnan Province of China jointly held the China-Indian Ocean Region Forum on Development Cooperation under the theme of "Shared Development: Theory and Practice from the Perspective of the Blue Economy" in Kunming, Yunnan Province on November 21, 2022. The Forum is part of the efforts of the Chinese side to implement the Global Development Initiative proposed by President Xi Jinping with the aim of facilitating the implementation of the UN 2030 Agenda for Sustainable Development. High-level representatives from 19 countriesin the region and 3 international organizations were present.

Its believed that the Forum would help the Maldives address its concerns on climate change and promote the development of its blue economy through multilateral cooperation, the Chinese side extended invitations to the government officials and senior scholars from Maldives to participate in the Forum. Regrettably, the Maldivian Government officials did not take the opportunity to participate in it. H.E. Dr. Mohamed Waheed Hassan, former President of the Maldives, participated in the Forum as a renowned scholar and shared his insights on how the international community should work together to overcome such common challenges as climate change and COVID-19, which was highly appreciated.

The Forum achieved fruitful results in reaching consensus on how to further implement "United Nations Decade of Ocean Science for Sustainable Development" and unleash the potential of blue economy, deepen development cooperation, and jointly promote global development. China proposed to establish a marine disaster prevention and mitigation cooperation mechanism between China and countries in the Indian Ocean region, and stood ready to provide necessary financial, material and technical support to countries in need. On top of that, China also proposed the establishment of a blue economy think tank for China and countries in the Indian Ocean region with the support of Yunnan. These proposals were welcomed by the participants. We believe the follow-up implementation of the outcomes of the Forum will bring tangible benefits to the participating countries.
